Thomas Henry Sloan became a Member of Parliament for South Belfast in 1902. He fought two sucessful elections and held his seat for two terms. The portrait was commissioned by McNeillstown True Blues ILOI No. 46 and is based on a contemporary pen portrait of Sloan. It shows him in an Independent Orange Order sash, seated in his office which was in Royal Avenue Belfast . On the desk at which he is seated is a copy of the Bible resting on a bundle of Parliamentary Papers.

The painting is the centrepiece of an exhibition on the life and work of Sloan.
